So today I sent a petition to CCP asking why there were so few Hi-sec Incursions in Minmatar Space.
I was surprised when I got a reply within a couple of hours.
Here is the reply:

They are randomly generated. As a result, due to the Amarr owning most of high security space, it tends to occur in Amarr space the most often.

On one side I can see their point, but it doesn't really satisfy me.
